I found SmartSurrogacy through my IVF clinic. Prior to meeting Smart Surrogacy I spoke to another company referred by my previous IVF doctor in Boston. That company told me it would take 13-15 months to find a match and the cost he quoted me was so steep which put me off completely. Who knows what will happen in 13-15 months and I may change my mind then. Then I ended up going to NY for a few more rounds of mini-IVFs and I asked the clinic if they know of any surrogate agency. Within a few weeks I saw several profiles and had spoken to 3 of them. I met them over Zoom and felt I could really trust them. I wouldn't know where to find one because he/she needs to be licensed in the state of the surrogate mom.
